Matthew Freedman

Senior Staff Attorney

Matt Freedman is a senior staff attorney for The Utility Reform Network (TURN) with over 30 years of experience working on energy policy and law at both the federal and state level. At TURN, Matt represents the interests of residential utility customers at the California Public Utilities Commission, other state agencies and the California Legislature. His portfolio includes a wide array of electric utility ratemaking issues, rate design, renewable energy policy, distributed generation, conventional and nuclear generation, voluntary green energy products, wholesale market design and retail competition.

Prior to working for TURN, he served as a policy analyst for the Massachusetts Public Interest Research Group and as a senior energy policy analyst with Public Citizen’s Critical Mass Energy Project.

Matt received a BA from Columbia University and a JD from Harvard Law School.
