Julia De Lamare

Julia de Lamare joined TURN in January 2026. With a unique background that combines litigation practice in Brazil and policy experience in the U.S., she specializes in energy regulatory work in California and focuses on promoting the clean energy transition in an affordable and equitable manner.

Prior to TURN, Julia worked at the Natural Resources Defense Council for four years. Initially serving as a fellow and later working as a clean energy advocate, she developed expertise in utility regulation, electrification advocacy, and affordability.

Before that, Julia practiced as a litigator in Brazil for six years. During this time, she worked on high-profile cases, litigated before several appellate courts and the Brazilian Supreme Court, and led complex negotiations involving a wide range of stakeholders.

Julia holds a Bachelor of Laws (LL.B., J.D. equivalent) from Fundacao Getulio Vargas (Rio de Janeiro, Brazil) and a Master of Laws (LL.M.) in environmental law and policy from Stanford Law School.
