Elise Torres

Assistant Managing Staff Attorney

Elise Torres joined TURN in September 2014. As an Energy Attorney, she represents consumers in a variety of electric and gas matters before the CPUC, including proceedings to implement programs that support the state’s climate goals, rate design, and utility general rate cases.

Torres previously worked at the CPUC’s Office of Ratepayer Advocates and served as an attorney for the California Department of Insurance. Before that, she was a project attorney at the Center for Biological Diversity, where she worked to protect endangered species from the impacts of a proposed electrical substation project. Torres earned her B.S. in City and Regional Planning from California Polytechnic State University, San Luis Obispo, and her law degree from UC Law, San Francisco.
