Job Summary:
The Campaign for Affordable Power Director (CAP Director) is responsible for partnering with the Executive Director to provide leadership to the Campaign for Affordable Power policy advocacy, and network building strategies, to build a diverse and powerful Big Tent movement to hold major utility corporations accountable to deliver clean, safe and reliable energy service at affordable prices for residential, commercial, agricultural, small business and other ratepayer sectors, in a manner that promotes equity, reduces disconnections, and advances California Zero Carbon climate goals. The CAP Director will work collaboratively across TURN departments, and with external stakeholders to shape policy agendas, drive legislative and regulatory engagement, and hold elected policy makers and candidates for state office accountable to supporting clean, affordable energy bills.
This is an ideal opportunity for a seasoned policy advocate and network builder who is eager to lead a campaign to restore California as a national leader on affordable clean energy policy that is proactively inclusive of historically underinvested communities of color, low-income households, and renters.
Supervisory Responsibilities:
The CAP Director may supervise part-time or full-time staff or consultants that may be hired, depending upon securing additional funding, to assist with educating policymakers and policy candidates on the history and causes of skyrocketing bills that have led to the affordability crisis, and short-term and long-term policy solutions that promote climate affordability.
Duties/Responsibilities:
Exercise policy thought leadership
Collaborate with legal, organizing, and legislative staff, and strategic external partners, to generate affordability policy messaging and draft legislative proposals.
Translate complex policy concepts and proposals into accessible content for diverse audiences.
Prepare public comments to deliver at legislative hearings, and participate in meetings with government agencies, elected officials, and their staff.
Represent the organization in external coalition meetings, funder convenings, media interviews, and public speaking forums.
Expand Campaign for Affordable Power Network
Convene and support an unprecedented cross-section of customer sectors impacted by skyrocketing utility bills.
Race equity, climate action, seniors, clergy, and affordable housing policy advocates.
Public health departments, community choice aggregators, cities, and other municipalities.
Non-residential: Large commercial & industrial users, agricultural, small business.
Collaborate with staff to recruit CAP participants to promote general affordability messaging.
Convene a series of gatherings of leaders from diverse customer groups by sector, by region, and statewide.
Organize press conferences, legislative policy briefings, and promotional videos.
Promote media coverage highlighting the impacts of high bills on diverse customer sectors.
Make affordable utility bills a top issue for the 2026 state elections.
Push Democratic and Republican candidates in the 2026 primary and general elections to commit to voting for affordable, clean energy policies when they are elected.
Communicate with candidates in primary and general elections for 80 Assembly, 20 Senate, Governor, and Lieutenant Governor races (Total of 204 electoral contests).
Publish candidate responses to questionnaires, schedule policy briefings, and town halls.
Publish Legislative Affordability Report Cards to hold policymakers accountable once they are elected.
Partner with staff to raise money to support affordability messaging.
Support major mainstream & digital communications campaign for policies to reduce customer bills, restrain utility spending, and create public financing for capital spending.
Expand staffing for the 1-800-TURN (8876) Utility Crisis Hotline, which helps families avoid shutoffs, restore service after shutoffs & access cash assistance and bill discounts.
Required Skills/Abilities:
Demonstrated experience and expertise in regulatory and legislative policies relating to climate justice, ratepayer protections, affordability, and race equity.
Strong analytical, writing, and communication skills.
Experience working with diverse coalitions and underrepresented communities.
Demonstrated commitment to equity, inclusion, and anti-racist practices.
Bilingual Spanish-English speaking abilities are highly desired.
Reporting and Supervision:
Reports to the Executive Director.
Education and Experience:
2–10 years of experience in policy development, legislative advocacy, political campaigns, and/or network building.
Physical Requirements:
Prolonged periods of sitting at a desk and working on a computer.
Must be able to lift 15 pounds at times.
Vehicle ownership, possession of a valid driver’s license, and willingness to drive for work meetings throughout California.
This is a full-time exempt position that may require occasional after-business hours work to meet deadlines or to attend company work-related functions.
Work Hours:
Full-Time, 40+ hours. Monday – Friday.
This position is based out of TURN’s Oakland, CA headquarters. The majority of TURN’s team works on a hybrid schedule, but remote work may be negotiable for the right candidate.
Salary Range for Position – Energy Attorney
$95,000–$135,000
