Marna Paintsil Anning (she, her, hers) joined TURN in 2022 as a Staff Attorney focusing on energy affordability, consumer protection, and climate justice issues.
Prior to joining TURN, Marna worked many years for the CPUC as a Senior Utility Regulatory Analyst and Fraud Investigator. At the CPUC she advocated for the prudent use of Ratepayer funds in CPUC energy assistance programs, investigated fraudulent activity in the California Lifeline program, enforced CPUC slamming rules against gas Core Transport Agents (CTAs), and developed innovative Net Energy Metering (NEM) interconnection enforcement policies to combat consumer abuse in the solar industry.
She is passionate about incorporating climate justice strategies in developing energy policy, and energy infrastructure design.
Marna holds a BA in Journalism from San Francisco State University. She received her JD from the University of San Francisco School of Law focusing on International Business Law, and an LLM from UOP McGeorge School of Law in Transnational Business Practice.
