The CARE program provides a 20% discount on monthly gas & electric bills for qualifying households.

Qualifications are based on the number of people living in your home and your total household income including wages, government checks and benefits, and other financial support you or members of your household receive.

The income guidelines below are established annually by the California Public Utilities Commission.

Your household’s gross annual income may not exceed these amounts:

You may already qualify if you receive benefits from any of the following programs:

Maximum Household Income
(Effective until May 31, 2012)
Medi-Cal TANF (AFDC)
LIHEAP NSL Free Lunch Program
Food Stamps Bureau of Indian Affairs General Assistance
WIC Healthy Families Category A & B
SSI Head Start Income Eligible (Tribal Only)
